under intimation to the undersigned without fail.

Message to all Spl. CS! Prl. Secretaries/ Secretaries/ HoDs/Collectors

It has been brought to the notice of Hon’ble CM that within the districs, many employees who were posted against sanctioned posts in tribal areas are working as a lien or informal attachment in other posts. 

 As you may appreciate the fact that salaries of those sanctioned posts in tribal areas come from ST plan budget.  Keeping the employees attached to offices outside the tribal areas is unconstitutional and illegal. 
 You may also appreciate that if a staff member is taken out of the sanctioned posts for informal attachment as a lien, those posts cannot be filled up.

Hon’ble CM has taken serious note of this issue and have asked me to convey that all Spl CS, Prl Secretaries, Secretaries, HoDs & Collectors may review this situation under their jurisdiction and ensure that these lien/ informal attachment are cancelled in next 24 hours.
