School Education – People’s Plan Campaign (PPC)-Sabki Yojna Sabka Vikas
programme across all Gram Panchyats (GPs) to prepare GPDPs – Certain
instructions issued – Regarding.
Ref:-D.O.No.1-11/2020-IS.5(Pt.), Dated:17.09.2020 of the Secretary, DoSEL, MHRD,
GoI, New Delhi.

The attention of all the Regional Joint Directors of School Education and
District Educational Officers in the State are invited to the reference cited and
informed that, the Ministry of Panchayati Raj, GoI carried out People’s Plan
Campaign (PPC)-Sabki Yojna Sabka Vikas from 2nd October to 31st December, of
2018 and 2019 across Gram Panchayats (GPs) to prepare evidence based holistic and
inclusive Gram Panchayat Development Plan (GPDPs) for FY 2019-20 and 2020-21
respectively, through converging schemes of Central Ministries/Line Departments. 

Further, despite the unusual circumstances posed by the COVID pandemic,
the meetings of line departments and other stakeholders is to be organised this year
as well from 2nd October 2020 to 31st January 2021 during which Gram
Panchayats /Gram Sabhas will be formulating convergent GPDPs for the FY 2021-22
with the support from State Panchayati Raj Departments and other Line
Departments. 

Further, pertaining to education department all the head masters, teachers and
officials involve in the above said campaign so that they contribute to the GPDP
planning and participate in the Gram Sabha Panchyat meetings and focus on the
following items.

a. Ensuring 100% enrolment of all children in the Panchayat in schools at
appropriate levels. 

b. Ensuring zero drop-out and out of school children. 

c. Construction of basic amenities in schools such as:

  1. Toilets and Drinking Water Facilities,
  2. Major/Minor Repairs, Flooring Tiles, Black Boards
  3. Hand-wash facility,
  4. Boundary Wall, Playgrounds –MNREGA
  5. Maintenance of basic amenities such as Toilets and Drinking Water
    Facilities (Hand pumps etc.) in schools. 
In view of the above, all the Regional Joint Directors of School Educationand District Educational Officers in the State are requested to issue instructions to the
field level functionaries to take up the campaign through Village Secretariats duly
mentioning about the SoP and the app that we have already put in position in the
matter duly following the COVID-19 protocol.
