Appeals/Grievances on Transfers – Certain instructions issued

Sub:- School Education – Appeals/Grievances with regard to teachers
transfers 2020 as per G.O.Ms.No.54 dated12-10-2020-Certain instructions –
Certain Instructions – Issued – Reg.

teachers dated 27-01- 2021.


ORDER: 

All the Regional Joint Directors of School Education and District
Educational Officers in the state are informed that instructions have been
issued on the steps to be taken on the grievances/petitions submitted by the
teachers on transfers vide reference 4th read above.

Further, some of the teachers are submitting messages through WhatsApp stating
that the appeals submitted by the teachers are taken into consideration as per
the instructions issued by the Director of School Education. 

Therefore, all the Regional Joint Directors of School Education and District
Educational Officers in the state are once again requested to follow the
instructions issued below scrupulously:

1. Appeals/Grievances with regard to teachers transfers, 2020 shall be taken
from the concerned Headmasters/teachers up to 30-01-2021.

2. In the RJDSE/DEO
Office, one responsible person shall be kept in-charge to receive all the
appeals/grievances from the HMs/teachers duly issuing receipt/acknowledgement
to the applicant who have submitted appeal/grievance at RJDSE/ DEO Office
concerned.

3. Every Appeal / grievance should be entered in a register.

4.
Appeals/Grievances shall be disposed of within the stipulated time as per
Guideline-19 of G.O.Ms.No.54 dated 12-10-2020 and the same shall be recorded
in the register.

5. The teachers who have any grievance on the transfer
counselling should avail all levels of appeal provisions before going for
other legal remedies.

6. If any complaint received stating that his/her appeal
is not taken at DEOs Office, serious action will be initiated against the
concerned.

7. If any deviation found in disposing the Appeals / Grievances,
disciplinary action will be initiated on the concerned as per Rule.20 of APCS
(CC&A) Rules.1991.
