Sub: Mana Badi Nadu Nedu – Further Guidelines to do painting work of
schools –Issued.

Nadu-Nedu program is taken up by the state Government to provide a facelift
to all the Government schools in the state. 

2. Interior and Exterior painting with wall art is one of the key
components of Nadu-Nedu Program. This component takes considerable time in
accomplishment of the task. Unless we closely coordinate , we can not
complete this component before the targeted time set by the
Government. 

3. Painting work is entrusted to M/s Berger and Asian paints and both the
companies have deployed teams and have started painting work. 

4. It is observed that some Head Masters, Parents committee Members and
Engineers are not allowing the painting teams to start the work as certain
small components of works such as floor repairs, Toilet construction and
dadoing of tiles etc., are in progress. 

5. As the magnitude of the painting work is huge, and the date set for
completion of Nadu-Nedu works is fast approaching and painting being the
defining and visible component of Nadu-Nedu programme, all the Head Masters
/ PC Members / Mandal Engineers / Field Engineers / Sachivalayam Engineers
are instructed to follow the directions given below:

a. No painting team will be refused by the Head Masters or field Engineers
or Dy EEs. Painting teams should be allowed to start painting when minimum
of 80 % of the extent of the building area is ready for painting. We will
allow 70 % of the payment (as per invoice) for this painting work also. The
company shall raise invoice for the work done quantities only. 

b. Balance work will be painted when the painting teams come for a second
round for doing the mopping up in the mandal. 

c. In case of schools with large compound walls having more than 2 acres,
Head Masters and Engineers should ensure that only the visible part (front
side) is painted.

d. The Design arts should be taken up only on the elevation of the
building. Not on sides of the buildings. The wall arts inside the class
rooms shall be taken up only in class rooms of primary schools and Upper
primary schools, not in the class rooms of high schools. This is to save
time and complete it before the targeted time set by Government. The wall
arts on compound walls shall be done only on two bays of compound wall on
either side of the gate of the compound wall.

e. Where painting is done recently and the painting still looks nice for
certain schools, we may just paint one coat ( same Nadu Nedu brown, Ivory).
If there are some contrast colours , we may continue the same colour with
one coat to save time and maintain quality within one coat. The DEO and EEs
shall identify such schools where the painting is good and can be done only
one coat. The MD APEWIDC shall work out the supplementary rate with Berger
paints and Asian paints and circulate the detailed specification for such
new item to all the field officials. 

f. Wall arts is not part of the agreement with Asian paints. In those
schools the Arts teachers may take responsibility for wall arts and mobilise
the local artists who may be paid Rs 25 to 30 /- per sq ft including the
cost of paint. They shall use Berger (premier emulsion of weather coat) or
use Asian paint (premier emulsion apex ). The payments for these local
artists shall be paid from the revolving fund of Parents
committee. 

g. During Sankranti holidays , one of the teachers/CRP shall be made
responsible to get the painting work done by the painting teams. We shall
not stop the teams because of the festival holidays. For that matter on any
holiday the work should not be stopped if the painting teams are ready to
work.

6. These instructions are issued to ensure timely completion of painting
works. 

7. All the DEO s, APC s, EEs shall should ensure that these instructions
are communicated and followed by the field level officials. The Joint
collectors (Development) shall take overall responsibility and ensure that
the painting work is completed by end of February.
