*హైస్కూల్ కు 250 మీ పరిధిలోని ప్రాధమిక పాఠశాలలోని 3,4,5 తరగతుల విలినం*
*ఈ పాఠశాలలో 3-5 తరగతుల విద్యార్ధులు HS HM పరిధిలోకి వస్తారు.*
*TPR 1:30 ఉండే విధంగా 1-2 తరగతులు నిర్వహణకు PS లోని సర్వీసులో Junior SGT లను Primary School లో ఉంటారు..ఒకవేళ Senior SGT ,3-10 తరగతులు బోధించుటకు అర్హులు కాకపోతే ,Qualified Junior SGT ను HS కు పంపుతారు*
*LFL HM కు HS/PS కు వెళ్ళటానికి option అడుగుతారు.*
*అయినా Qualified PS Teachers ను HS కు Deploy చేస్తారు*
*HS కు Deploy అయిన SGTs యొక్క Service Matters అన్నీ HS HN చూస్తారు*
*HS లో Accomodation చాలక పోతేఅదనపు గదులు నిర్మించే వరకు PS లోనే 3-5 తరగతులు నిర్వహించబడును.HS HM లే Monitor చేయాలి*
*HS లో 3-10 తరగతులు బోధించుటకు టీచర్లు చాలక పోతే DEO లు Work adjustment పై Surplus Teachers ను నియమించాలి*
*3-10 తరగతులు నడిచే HS లలో ప్రతి Teacher కు గరిష్టంగా వారానికి 32 పీరియడ్లు బోధించే టట్లు Academic Calendar లో చూపిన విధంగా Time table తయారు చేయాలి.*
*విద్యార్హతల ను బట్టి అందుబాటులో ఉన్న మానవ వనరులను ఉపయోగించుకుని కొనవచ్చును*
*DEO లు ఈ3-5 తరగతులు నడిచే ఉన్నత పాఠశాలలో, జీతాలు చెల్లించేందుకు SGT Vader strength, child info ,IMMS,MDM లోమార్ఫులు, మొదలయినవన్నీ Oct 31 లోపు పూర్తి చేసి నవంబరు 1 నుండి పరిపాలనా,విద్యా సంస్కరణలు అమలు లోకి వచ్చునట్లు చర్యలు చేపట్టాలి..*
All Regional Joint Directors of School Education and District Educational Officers are aware that, the Government with a long-time objective of preparing the students of Andhra Pradesh for a global citizen with bright future by focusing on School Education with various flagship initiatives i.e., Manabadi; Nadu-Nedu, Jagananna Gorumudda, Jagananna Ammavodi; Jagananna Vidya Kanuka etc.,
2. With regard to learning outcomes, various assessment reports reveal that, there is a huge learning deficit. The National Education Policy 2020 observed that, “the gap between the current state of learning outcomes and what is desirable must be bridged to undertaking major reforms to bring the highest quality and integrity into the system from early childhood education through higher education”.
3. One main factor leading to poor learning outcomes is the practice of multiple class teaching in the primary schools. It means one or two teachers teach classes III to V in the primary school and thereby not able to cover (18) mandatory subjects for all 5 classes. Whereas the students require teaching from specialist subject teachers such as English, Maths, Science etc., One way of overcoming this problem is to arrange for imparting teaching by subject teachers to students studying from Class III to V and also to provide teachers exclusively for Class I and II. Since at present the schools are arranged into primary, upper primary and high schools and they are located at different locations, after thoroughly analysing the present situation and to ensure better learning outcomes among children, the following arrangements are made for providing teachers exclusively for Class I and II and subject teachers for class III to V in the primary schools:
a. Classes 3 to 5 of Primary Schools which are located in samet adjacent/ below 250 mtrs of the High School with same management now become part of the High Schools which are catering from classes 6 to 10 at present.
b. Classes 1 & 2 of such Primary Schools shall function as usual.
c. Secondary Grade Teachers (SGTs) shall be provided to Classes 1 & 2 of such primary schools @ 1:30
d. The remaining teachers in such primary schools including LFL Headmaster shall be deployed and brought under the control of Headmaster of the High School concerned.
e. The concerned High School shall run from Classes 3 to 10 with the existing staff of the high school and the teachers deployed from such primary schools.
4. In view of the above, all District Educational Officers in the State are requested to issue necessary instructions to the field level functionaries that,
a. To identify the Primary schools located in same/adjacent/below 250 mtrs of High Schools with same management.
b. To bring the students of Classes 3 to 5 students in identified Primary schools under the control of Headmaster of the High School concerned.
c. To ensure Junior most Secondary Grade Teachers in total service @ 1:30 (enrolment of classes 1 & 2) to teach Classes 1 & 2 in the same primary chool. If senior SGTs are not qualified to teach from classes 3 to 10, then the services of qualified junior most SGTs may also be considered for redeployment.
d. To redeploy the remaining teachers to the respective High School to teach classes 3 to 10. Option may be given to the LFL Headmaster whether to stay back or to render his services in High school. However qualified teachers may be deployed to High School.
e. While redeploying the teachers to concerned High Schools, the academic aspects including service matters shall be shifted from such Primary Schools to concerned High Schools.
f. If the accommodation is not sufficient to run classes 3 to 10 in concerned High Schools, the classes 3 to 5 shall function at the Primary School concerned and the teachers of High School including teachers deployed from primary schools shall take classes to the students of classes 3 to 5 at primary school and the Headmaster shall administer and monitor accordingly.
g. If the teachers are not sufficient to teach classes 3 to 10 including the teachers deployed from primary schools in High schools, the District Educational Officer concerned shall take necessary action for work adjustment from surplus in the district.
h. The Headmasters of such High schools shall ensure subject wise teachers
from Classes 3 to 10 duly ensuring maximum 32 periods per week per teacher and the time table shall be framed accordingly. (Model time table issued in Academic Calendar may be followed)
i.The headmaster of such high school is competent to utilize the human resources available as per their educational qualifications.
5.Therefore, all District Educational Officers in the State are requested to take further necessary action regarding finalizing the cadre strength, arrangements for claiming salaries duly in consultation with the concerned District Treasury Officers, the particulars of schools shall be furnished to this office so as to make necessary modifications in child info and to communicate the same to the Director, Mid Day Meal for necessary modifications in IMMS application. The entire process shall be completed on or before 31.10.2021 positively and from
1.11.2021 onwards, the new administrative and academic arrangements shall be n force.
