ORDER
In the G.O. 2nd read above, Government have issued orders to provide financial assistance of Rs.15,OOO/- per annum to each mother or recognized guardian who belongs to below poverty line household, irrespective of number of children of that family studying from class I to XII in all recognized Government, Private Aided and Private Unaided schools/Jr. Colleges including Residential Schools/Jr. Colleges in the State from the Academic year 2019-20 under a new programme JAGANANNA AMMA VODI” as part of “NAVARATNALU”.
The objective of the programme is to enhance access to schools, ensuring equity, assuring quality education, for regulation of attendance, retention, to achieve better learning outcomes, and for overall development of the child from Classes I to XII (Intermediate Education). This will lead to a strong foundation for the increase in overall Gross Enrolment Ratio (GER) at primary and secondary level of education and eventually impacting Higher Education.
Accordingly framed Guidelines for implementation Of the programme. As per para 3(A)(10) of the said guidelines, the mother/beneficiary shall ensure atleast 75% attendance of their child.
2. In the reference 3rd read above, Government have issued orders for launching the \JAGANANNA AMMA VODI” scheme on 09.01.2021 for the Academic Year 2020-2021, by exempting the criterion of 75% attendance for qualifying for the DBT under Jagananna Ammavodi for Academic Year 2020-21 in view of the COVID-19 situation
3. The attendance of all the students from classes 1 to 12 in all schools and Junior Colleges, including Government, private and aided shall be monitored by School Education Department with the technical collaboration of IT & C Department and APCFSS on a daily basis through an IT enabled monitoring mechanism. All the mothers will be made aware on the need for sending their children regularly to schools and colleges in order to ensure that the learning loss occurred due to Covid Pandemic is mitigated and learning outcomes are improved. However/ Children with Special Needs who are not physically capable of attending the school but receiving home-based education are exempted. Since the program is being implemented based on the student attendance, it is proposed to reschedule the launch of the program from January, 2022 to June, 2022 in tune with the date of reopening of educational institutions.
4. Government after careful examination of the matter, hereby approve for the Campaign to encourage/motivate mothers to ensure that their children achieve 75% attendance in schools to avail Ammavodi Scheme.
5. The Director Qf School Education, A. P and the Commissioner, Intermediate Education, shall take further necessary action accordingly, in the matter.
