In order to revamp the methods by which government services are provided in order to raise people’s standard of living, the Andhra Pradesh government established the concept of NAVARATNALU as the central theme of governance. In order to accomplish this, the Government of Andhra Pradesh established a system of Village and Ward Secretariats with the necessary functional assistants to strengthen Panchayats and Wards in accordance with the G.Os 1st and 2nd read above.
In response to these orders, notifications have been issued by the concerned parent Departments inviting online applications from qualified candidates for the positions of Village / Ward Secretariat functionaries. It is stated in that document that the candidates selected for selection and appointment will receive consolidated pay of Rs. 15,000 per month for a period of two years. Upon appointment, the selected candidates are assigned to the Village and Ward Secretariats.
Social Welfare, Tribal Welfare, Revenue, Agriculture and Cooperation, Animal Husbandry, Dairy Development & Fisheries, Home, Health, and Medical & Family Welfare are the parent Departments that have issued orders mandating Departmental Tests for the respective positions in Village / Ward Secretariats.
In accordance with reference 4 of the preceding paragraph, the Government has issued comprehensive orders and applied the pay scales to Village and Ward Secretariat functionaries who were appointed pursuant to notifications issued during the year 2019 by 30.06.2022 as a special case in order to relax Rule 18 (a) of the A.P. State and Subordinate Service Rules 1996.
In accordance with Rule 18 (a) of the A.P. State and Subordinate Service Rules 1996, the Director, S. Vijayawada, has requested that the necessary orders be issued to declare probation to all eligible Functionaries who were appointed under Notifications issued during the year 2O2O and have (i) completed the minimum period of two years of service, (ii) passed the prescribed Departmental Tests, (iii) completed verification of Antecedents without any adverse remarks, and (i
After conducting a thorough investigation, the government has decided to declare the probation of Village and Ward Secretariat employees who were hired pursuant to notifications issued in 2020 on consolidated pay of Rs. 15,000 per month and who have served at least two years and passed the required Departmental Tests as a special case by April 30, 2023, subject to the verification of their antecedents and the absence of any criminal or disciplinary proceedings.
With effect from May 1, 2023, the Village or Ward functionaries whose probation has been declared in accordance with the directive in paragraph (6) above will also be entitled to the following pay scales, as shown in the table below:
