Decentralization of payments regarding to MDM under PM POSHAN

Sub:Jagananna Gorumudda (PM POSHAN)-Decentralization of payments
regarding to the Cooking Cost, Honorarium of Cook Cum Helpers,
Foodgrains bills, Transportation, Eggs & Chikkies and other payments
under PM POSHAN – Orders –Issued-Reg

Attention of the DEOs is invited that the payments under MDM was
centralised as there was delay in uploading/ following up with the DTO
office in districts and many complaints and protests from CCH groups.
The main reason was lack of staf in the MDM section in DEO office, apart
from coordination issues. Moreover, the single point contact with PAO
Vijayawada sped up the uploading and processing of bills

However, staf in MDM section in DEO offices have been sufficiently
equipped with clarity of role and responsibilities. Moreover, Government
has approved outsourcing personnel for PMU in the districts and already
instructions have been issued to engage outsourcing personnel in PMU
under TMF.

Hence, It has been decided to decentralized the payment system
again from Headquarters to District Level and continue the release of
payment of Cooking Cost, Honorarium of Cook Cum Helpers, Foodgrains
bills, Transportation, Eggs & Chikkies and other payments through APCFMS
directly to the benefciaries from Districts w.e.f.01.11.2021.

Further, the District Educational Officers in the State are instructed
to get the approval of Joint Collectors ( in charge of School Education) for
the payments towards the supplies of Eggs, Chikkies and other
procurement bills before passing bills for having better control and
supervision for timely supplies with the correct quantities and quality. The
DEOs are also informed that there is no need to send any pending /
current bills related to the Jagananna Gorumudda hereafter ( from 01.11.2021) to the Headquarters.
