Certain Instructions – Issued.

The attention of all the Regional Joint Directors of School Education /
District Educational Offers in the state is invited to the references read
above and it has come to the notice of the undersigned ,that some of the
RJDSEs / DEOs are not following the rules issued in G.O.Ms.No.1,
Education(PS.2) Department, dated. 01.01.1994 and subsequent
amendments in respect of granting permissions for Temporary recognition
/ Provisional Recognition / Renewal Recognition of Private un-aided
schools. As a result more private schools mushroomed without specified
facilities as mentioned in the references cited above like un-qualified
teachers, deviation in occupancy load, safe drinking water, separate toilets
for girls, ramps for PH candidates, insufficient play grounds and structural
sound of the buildings etc..
Therefore, all the RJDSEs and DEOs in the State are hereby
requested to depute one inspecting offer to scrutinize the proposals
thoroughly for Opening Permission/ Provisional Recognition / Renewal
Recognition of Private un-aided schools, whether the managements have
followed all the rules and regulations in G.O.Ms.No.1, Education(PS.2)
Department, dated. 01.01.1994 and subsequent amendments or not and
recommend the proposals with specific remarks for granting permissions
for Opening Permission / Provisional Recognition / Renewal Recognition of
Private un-aided schools.
Thereafter, all the RJDSEs and DEOs in the State are hereby
requested to verify the recommendations of the inspecting officer before
granting/forwarding the Opening permission / Provisional Recognition /
Renewal Recognition for Private un-aided schools and do not grant the
permissions in a routine manner until and unless the inspecting ofcer
recommends for the same. The checklist for the ready reference of the
inspecting offer for scrutiny is herewith enclosed. The checklist is only a
tool to the inspecting ofcer, however the competent authority should
satisfy himself thoroughly in all aspects.
