REF: Letter Received from NIMHANS, Bangalore

All the District educational officers in the state are hereby informed that
as per the reference cited above NIMHANS (National Institute of Mental
Health and Neurosciences), a central Government tertiary care
facility/service under the Ministry of Health and Family welfare, is an
academic Institution and a teaching hospital. In recognition of needs and
gaps in specialized services for children and adolescents, the Dept. of
Child & Adolescent Psychiatry, NIMHANS, recently completed the
implementation of a community based child and adolescent mental health
service project, that provided preventive, promotive and curative mental
health services to children and adolescents.

In this connection the department of Child & Adolescent Psychiatry,
NIMHANS are now started a National Initiative & Integrated Resource for
Child Protection, Mental Health and Psychosocial Care., supported by The
Ministry of Woman & Child Development, is located in the Dept. of Child
& Adolescent Psychiatry, NIMHANS.

In view of the above All the District Educational Officers in the state are
requested to Nominate eminent and interested teachers @4 per District to the
undersigned on or before 10.12.2020 without fail. 

Proposed Capacity Building Assistance to School Teachers and Counselors

Objectives:

❏ Understanding children, childhood, and the basics of child
development. 

❏ Building counseling and communication skills. 

❏ Identification of emotional, behavioral, and learning problems in children
through screening and assessment. 

❏ Understanding the signs, symptoms, and management of child and adolescent
mental health disorders. 

❏ Developing first-level responses to assist children with mildto-moderate
mental health problems. 

❏ Addressing special concerns in the school setting—such as inclusion,
discipline, and bullying.

Training Content In accordance with our mandate and the field needs as we know
them to be, a tentative curriculum of 17 sessions has been designed for the
potential roll-out of training programs Other issues and topics may be
incorporated, based on schools’ recommendations and needs.

This series of sessions will be conducted through a combination of methods
that are synchronous (live sessions) and asynchronous (i.e. through
elearning). The NIMHANS National Initiative & Integrated Resource for
Child Protection, Mental Health, and Psychosocial Care Each has established a
virtual knowledge network (VKN) set-up, and this platform will be used for the
implementation of the proposed training program. Given that the sessions are
currently being conducted online, participating teachers/counselors are
requiredto have a device (such as a smartphone or computer/laptop) to enable
them to avail of the training and participate effectively in the online
sessions.

Each session will be held for 3 hours— tentative schedule is fixed
on Friday and Saturday at 10am to 1pm 2 days. While the live sessions though VKN are scheduled. A plethora of creative,
participatory pedagogies will be used, to enable participants to bring in
their experiences and reflect on adolescent issues and methods for use in
their work. Such methods will range from video/film viewing to case study
analysis and group discussions and roleplays— particularly to enable the
translation of conceptual knowledge into skills for use in the field.While the
program would last for a finite period(3 Months) i.e. until the requisite
sessions are completed, capacity building support will continue beyond the
initial training period. The training program will also include periodic
follow-up sessions with case conferencing and ‘hand-holding’ support as
required.  

Certification and Evaluation of Participants’ Performance 

At the end of the training program, the participants will be provided with a
completion certificate— this is incumbent on fulfilling all requirements of
the program, including live and e-learning sessions, and submission of
assignments. Evaluation of participants’ performance will use the following
methods: 

  • ❏ Pre and post-tests at the beginning and end of the training program,
    respectively ,primarily to assess knowledge on adolescent mental health
    issues. 
  • ❏ Case presentations, following the completion of requisite fieldwork, to
    assess skills and translation of knowledge into field practice.
